Indian Higher Ed Links

These news items seem significant, but I haven't seen a focused discussion of what led to these decisions and what they might mean on the ground. Let me park them here for the moment:

  1. Aarthi Dhar in The Hindu: Doctors pursuing higher studies in the US to sign return bond.

  2. Linah Baliga in ToI: Govt bans use of live animals for education, research.

I was discussing this MOEF notification with someone on facebook. Are there any other links, than TOI? It's not on the MOEF page, which is up-to-date (it has more recent entries than this one).

From what I understood from that discussion, (1) animals for lab research aren't under MOEF's jurisdiction, so it can only advise UGC and others: it is up to them to implement it or not. (2) However, MOEF does control access to nature reserves, so depending on how you interpret the sentence "the use of live animals in dissection and other experiments in educational and research institutions", it could cause problems for field researchers -- who face enough problems already, despite doing so much for environmental and ecological awareness.
